Shell-BP Livery Elements for Class B, dark-bodied tanks. According to the book 'British Railway Goods Wagons in Colour' by Robert Hendry, the CC label stands for Commuted Shunting and Siding Rent Charge Scheme and was (much more rarely, it seems) accompanied by a yellow star which stood for Commuted Empty Haulage Scheme. These agreements apparently relieved the tank vehicle owners of small, repetitive but vexatious routine charges for shunting, siding standage and empty haulage after payment of a lump sum to cover these. From the relative paucity of illustrations available, it was not a scheme which was used universally. As ever, the modeller will need to check illustrations of the appropriate vehicle to ensure use and/or positioning (in this case usually at the left-hand end of each side).
